Downgrade xz: 5.6.1 -> 5.4.6

Description of changes

This downgrades xz to 5.4.6, the last version before a backdoor was added to it. This is unlikely to be properly exploitable on NixOS, in a practial manner at least, since sshd doesn't link against xz/liblzma.
