I highlight some text to quote in the reply I'm going to make.

I click QUOTE because that's what I want to do.

The entire post quotes.

That is not what was expected.

Since the only time someone is going to highlight text is to quote it, suggest that REPLY and QUOTE both do the "reply with highlighted text quoted" functionality. This will prevent surprise.
