When signed package verification fails on Linux, we should raise an actionable message with a link to a document that explains https://github.com/dotnet/designs/blob/main/accepted/2021/signed-package-verification/re-enable-signed-package-verification-technical.md#linux and how to curate a sufficiently complete certificate bundle.
