Reconfigure the WFP reports on CPS to show the most recent data first

This is a request from @ochadataproject. The data should be presented in the report such that the most recent data appears first. Using the Benin report as an example, reading from left to right, the first period should be 2013, the second 2012 down to the last 2008. Consider also removing the Acceptable column which is not being used.
