[track] handling of negative magnitudes

When magnitude is measured by daophot, sometimes the values can be erroneously thrown e.g. 24th mag comes out at -5.6. Entering such values into mpc lines is not desired; as negative mag values are permissible but not going to occur in our use case, suggest alerting the user via dialogue box and on accept setting the mag to not measured.
