Need to be able to sample from the overlap count posterior (as well as from the posterior of other parameters).

I think that rejection sampling would be good enough for what I want to do, and I can implement it easily in Rcpp.

I could do direct sampling, but that'd require the perfect clique orderings and I don't really want to go into that...
