What steps will reproduce the problem?
1.Login and enter vim or tmux
2.Wheel has no action
3.

What is the expected output? What do you see instead?
I expect the scroll wheel to enter copy mode in tmux or scroll in vim

What version of the product are you using? On what operating system?
XPSP3 Futty 2012-06-22

Please provide any additional information below.
I can load the same config into both putty (latest version) and futty and I get
a different behaviour, I have no special configuration for terminal settings in
the config.

Do you mean the scroll wheel or the button (middle click)? If it's the middle
button then look at the Window/Selection option "Action of mouse buttons", the
first one is one I added to FuTTY and it's also the default. The PuTTY default
is..xterm? I think.

No the wheel itself, middle click using the wheel button is fine.

The scroll up/down doesn't work as expected in Futty.
