With fog enabled, if you place a building within vision range of an enemy, it is invisible to said enemy, unless they move out of vision range and back into it.

Seems to be caused by PR 20156.
Assuming it just needs to trigger an update immediately if a FrozenUnderFog actor is created in view of the enemy.
