Option to override original image offsets in parkobj/asset pack

There are quite a few image offset related issues (eg: #13408 among many others in the expansion objects) that currently cannot be fixed without redistributing unmodified original game sprites or implementing per object hacks in the code.
It would be nice if we could get an option, either in parkobjs or asset packs to override the offsets for images loaded from csg/g1/objdata as this would let us fix these issues without having re-distribute completely unmodified assets from the original games or do messy hacks.
This would also likely be nice for custom objects as it could let them use images from csg/g1/objdata with different offsets.
The RCT1 lay-down trains port for the RCT1 vehicles project would benefit from this as all of the inverted sprites have improper offsets when used in openrct2 due to differences between the two games.

In the images table it'd something like this probably?
