Found on one of the Samson tapes. This is open for discussion and research.

Since it uses UTC/UTS, device 320/324, it can hardly be a PDP-6 program. But then, which PDP-10 would it be for? ML? SAIL? Why is it on an ancient DECtape? Can it be approximately dated?

The DECtape interrupt routine is called UTCBRK, so there's some kind of Microtape heritage. Source patch, binary patch?
