Observed during both update and installation on one Windows 10 system (Danish):

A system update is required

It is not possible to install or run the program.

The program requires that NuGet.Core Version 1.6.30117.9648 is
first installed in GAC (Global Assembly Cache).

Update worked fine on the very same system in the past, but not on 2019-11-15 when tried with Edit Overflow version 1.1.49.

Edit Overflow version 1.1.49 was build like previous versions.

Is it due to NUnit (the other type of project in the solution)?

To be clear, Edit Overflow does not use NuGet in any way (not explicitly, anyway).
