I've been exploring the Manifold instance which we are hosting on EC2.

The pico-engine has 80+ registered rulesets. Some of these are one-off and so less important. Others risk being lost, and need to be kept in a GitHub repository. They should then be identified to the Manifold instance pico-engine by URI, and kept up-to-date with the "flush" button.

Let's think about how we want to organize these. Some belong to the pico-engine, others to Manifold. Yet others are part of a Manifold app.
