Each section item should have a UUID, such that we can create a unique url and share in twitter.

The goal here is to add that uuid to each section item in the DB

Is the idea here to add the UUID to manifesto_items or manifesto_sections?

Created a PR (assumed it was for manifesto_items) - #180

If it is for manifesto_sections the change is fairly quick
