PWA Starter Kit as been "currently in development" and "on the fast track to a 1.0 release" for a long time.

Are there any plan this year to get to a 1.0 release?
Similarly and any plans for the Material Web Components to get to 1.0?

Per the last roadmap update, PWA starter kit is on hold at the moment. See the roadmap here:

Work on MWC, on the other hand, is active and ongoing.
