Adding a tooltip to the mobile hamburger menu button would make it clearer to users what clicking on the button would actually do.

@gelamari The Enable site already creates an accessible tooltip component, right? Can we just reuse it on the hamburger menu button?

So in meeting with Zoltan yesterday, he said to change the tooltip component's functionality, using the guidelines in that link. Instead of tooltips being on the text link or on the text field, tooltips should be a separate component that exists beside it that users can focus on separately. This may need to be a different issue now that I think about it. Please let me know if I should make this separate.

Follow whatever Zoltan's told you. The original issue in the ticket was just to add the tooltip to the hamburger menu, but if that tooltip component needs updating, then that can also be done.
