Support for air gaped environments

To use bucc in offline environment, you can now for example run:

bucc offline --cpi virtualbox --lite --destination /tmp/offline
# copy /tmp/offline/bucc-*.tgz to your offline envrionment
tar -xf bucc-*.tgz && bucc
./bin/bucc up

Concourse 5 (5.3.0 to be precise)

It took way longer then anticipated but we are finally able to ship Concourse 5.
Due to the way Concourse 5 embeds garden (incompatible with the garden cpi),
we where forced to make a PR concourse/3806 to restore the ability to use an external garden daemon.

Experimental Docker Desktop support

This release adds support for Docker Desktop, giving people developing locally a solid alternative for the virtualbox cpi. To get started, just run:

bucc up --cpi docker-desktop --lite

Director bosh-dns

Support for bosh-dns from the bucc VM itself has been added.
This can be used for example to point to a syslog endpoint which still needs to be deployed.
It has been implemented via a process which uses fsnotify to watch the director blobstore for dns updates.
These records are then propagated into the vanilla bosh-dns process.
