All migration guides are merged and the 0.24 Terra release is coming in the next few days. We are remove the on hold label and start working on this PR again. |

I rolled this into #1726 so we have the migration guides published along with the metapackage version bumps, so I'm going to close this |

Qiskit algorithms team are making migrations guides for qiskit-terra.
