Different number of comments on development site

On the development site, the comments are different compared to what is shown in the home page of all notebooks to the actual individual notebook page.

The notebook shows a total of 19 comments on the home page but only shows 9 comments on the individual notebook once click into it.

One possible cause of this may be comments are more easily deleted on the development via access to database or admin deletion based on the deletion, the code is not being reflected accurately.
