有特别多���，这些是通过重新编码打开无法恢复的，典型异常文件如：https://github.com/RT-Thread/rt-thread/blob/ecf2d8215961ca7c539132b62a72df6072cc3e14/bsp/allwinner/libraries/sunxi-hal/hal/source/usb/storage/Class/mscTransport.c。

希望源码拥有者重新上传文件。

根据观察，注释里的异常字符普遍存在于第三方库，并且在多个PR下已经基本解决，认为该 issue 可以关闭。
