enh: add release workflow

Added intuit/auto-based workflow for releasing. this will update the repo with changes and make a release, which in turn will trigger a pypi release workflow.

if everything works merging this will create a release. i don't know what has changed between 0.9.1 and now. we don't have to if we want to add other changes.
