cloud USSD will allowed only for specific organizations or customers; all others will be blocked;
toggle access and visibility in RVD only for enabled organizations or customers; rest should not have access to visibility of USSD in RVD

Per @deruelle , for a quick and dirty thing, we can:

just block Call if RCML contains input="ussd"
and we provide a notification to the app developer in both cases saying "Not Allowed : restricted feature"
