Add consistent type imports and exports rules

This will help Babel properly handle type import exports.

Rules:

• @typescript-eslint/consistent-type-imports
• @typescript-eslint/consistent-type-exports

Additional rules to be cared about:

• @typescript-eslint/no-import-type-side-effects
• import/no-duplicates with { "pefer-inline": true }
