農林統計の左下，右上のセル結合を解除した状態．
黄色セルには値が入っていないため，このまま検索をかけると情報が抜け落ちる（例えば「その他の漁業」の行や「こんぶ類」「その他の海藻類」の列はなくなる）．

行列を並べ替えて，tidyr::fill() に任せることも思いついたが，無理そう．
理由は，必ずセル結合されているとは限らないから．

このセル結合のブレはものすごく極悪．
