Implement the MOBIL lane-change model, likely by integrating it into one of the multi-lane simulations that are on the way soon.

Done at https://github.com/RobotLocomotion/drake/blob/master/automotive/mobil_planner.h, I believe. If not, please re-open with a clarification.
