User Story #11 - Rate Referee's Match Performance (Reporter & Retired Referee)

User story #11 - As a user (reporter & retired referee), I want to give a rating out of ten to the referee's match performance so that I can improve data about the referee.

Acceptance Criteria

• The users should be able to assign a rating out of ten to a referee's performance in a match they took part in.
• Rating should be avalible in match information page.
• Each user should only be able to do one vote per match. If user has already casted a he/she should get a warning
• Only reporter and retired referee users should be able to perform rating. If user can't vote he/she should see the reason why.
• If user's account is deleted their rating should also be deleted from the system
