SEGSAdmin doesn't appear to recognize other DBMS like psql or mysql #892

Summary

Segsadmin simply checks that the SQLite files exist. We should rewrite to work with other DB drivers like psql and mysql.

Does QT compile MYSQL drivers during the build process? I noticed on my Mac when building, there was no MYSQL driver and I had to build separately. After that, I did run into that issue with Admin not seeing DBs in MySQL. I ended up creating the DBs manually, and then Admin was able to find them and created the new server admin account with no issues.
