I was wondering if the "Screen Display 5" that you seem to be working on would be like the feature I'm looking for in my post?

This is more or less added as of commit ac4de70 (2013-01-02) (v 1.13).

Since that commit, the aspect ratio setting "[4] Entire screen, anti-aliased" shows the entire screen (NTSC 256x224) in 256x192, squishing the screen vertically and using 2-pixel averaging to smooth the resizing.

I have a feeling that showing 256x224 in 219.42x192 using BassAceGold's smoothed-resize code and 8-pixel averaging would need far too much processing power.
