Added Item level rule based personalization.

This is new functionality to extended the processItem pipeline allowing rules to control how profile cards are applied to items. Instead of adding them to items directly, to templates or through standard values.

Here is a video demonstrating the functionality on the pull request. You will probably want to download the video since drop box's video player isn't very clear.

This is a great feature which deserved to be promoted to the community, We are however not looking to extend the features and functionalities of Habitat, so I suggest maintaining this in your own fork and promoting to the community via blog posts etc.
