Description
When a person creates a personal Communication Template (Account Menu -> My Settings -> Communication Templates), it's default permissions only allow the creator to view, edit, and administrate it. This means no one else (including admins) can see them or any communications created with them, which also makes it impossible to use the Communications approval process for those communications.
Steps to Reproduce
Expected behavior:
Admins can see the template, and emails created with it show up in the communication history and can be approved.
Actual behavior:
The template and email are hidden from Admins, and Approvers can't see the email to approve it.
