Description

PhoneNumberIdentification block selects the first user account for the person without any filtering.

Steps to Reproduce

1. Have a guest user account that is locked
2. Try phone number lookup for that guest
3. Enter phone number and confirmation code

Expected behavior:

Phone number lookup would not even look at user accounts for that guest

Actual behavior:

Phone number lookup does not work if any user account for that guest is locked

@carriewhite the Phone Number Identification block does not require any user accounts, so it will still allow 'impersonation' mode if they have no non-locked user accounts (user logins).
