Utility Payment Entry Not Ordering Accounts Correctly

When using the new Utility Payment Entry block, when Enable Account Hierarchy for Additional Accounts is True, the accounts aren't added in a linear hierarchy. It looks like the accounts are added in the middle of existing accounts instead of at the end.

Expected Behavior

We expect the block to behave like the Transaction Entry block.

Actual Behavior

Instead, the accounts are added in-between the starting accounts, unless only one account is showing at first. We believe this can provide a confusing experience for people giving to multiple accounts.

Steps to Reproduce

-Visit External Website > Give > Give Now on RockRMSLatest.com
-Add a new account to the Utility Payment Entry
