Person Link Tooltip Persists After Mouse Leaves Control

When hovering over a C# Person Link Control in a block that uses this control (such as the Relationships block), a tooltip pops us showing details about the person. This tooltip does not go away unless you pass your mouse over the tooltip. The tooltip does not automatically close.

In the screenshot below, my mouse has been sitting far away from the Relationships block for a while, and yet the tooltips are still there:

Expected Behavior

The tooltips would disappear automatically shortly after the Person Link is no longer hovered.

Actual Behavior

The tooltips do not disappear automatically. To make them disappear requires hovering on the tooltip itself and then moving the mouse away.

Steps to Reproduce

1. Go to a person profile page (such as https://rocksolidchurchdemo.com/person/1)
2. Add relationships using the Relationships block on the right side of the screen
3. Move your mouse over the list of relationships and notice that the tooltips do not automatically disappear
