Use a Different Card Option Fails to Display Credit Card Form on Registration Entry Block with Saved Payments

Description

With saved account payments enabled on the (legacy?) Registration Entry block the 'Use a different card' radio button when selected does not present the form for credit card entry.

Actual Behavior

When 'Use a different card' is selected on the Registration Entry block the credit card form is not presented as expected.

Expected Behavior

When 'Use a different card' is selected on the Registry Entry block the credit card form should be presented.

Steps to Reproduce

• Go to an active registration instance with saved accounts enabled on the Registration Entry block and have a saved payment on the logged in account.
• Click on 'Use a different card' for the Payment Method.
  This is what is shown:
  
  -Work around Click on 'Finish' to get an error message and the form to show up
