Time Field Type Doesn't Accept 24HR Time

Typing 19:30 into the time field doesn't convert it to 07:30 PM.

Additional Issue:
If you open the Group Attribute Values drop down on the Edit Group page then the time resets to 12:30AM

@arranf I'm not quite sure what you mean on the '...time resets to 12:30 AM' issue. Does the group have a 'Time' Group Attribute, for example "Meeting Time"? If so, I'm unable to reproduce that. Or maybe you meant something else.

Hey Mike,

The Meeting Time attribute is exactly what I'm referring to. I'm able to
reproduce this on the Rock demo server using my Chromebook (although the time resets to 12AM there).
I'll test on my Windows desktop and report back.
