I'm experiencing an issue where the min_num_seeds setting in my share_limits config does not seem to be working as expected. I have a torrent with 1 seed and a ratio of 16 that's being paused, even though my min_num_seeds is set to 10 and max_ratio is set to 3 in my group. From my understanding, the torrent should continue seeding because it has fewer than 10 seeds, thus overriding the max_ratio setting.
