Blacklisting certain game files in config section

With the blacklist function, is it possible to blacklist certain files from the main game download? This is useful in a game like Skyrim where most of the game languages are downloaded and bundled even if you do not needed them (ex. Skyrim - Voices_de0.bsa). In the manpage it only seems to list extras and not main game files.

I don't see it mentioning only extras:

BLACKLIST
       Allows user to specify individual files that should not be downloaded or mentioned as orphans

So try for yourself may be?
