It is currently part of the FreeDOS kernel package. This was the logical choice, because it is part of its source tree. For SvarDOS to support multiple kernels it would be better if this would be a package in its own. This would allow to uninstall the FreeDOS kernel after an alternative kernel was installed.

That is a good idea, yes. Now that SYS became a "universal" (multi-kernel) tool, it makes perfect sense.
