first <p> in ODD gets cut off #956

There are a few other differences in what's created, and I can't figure out anything in common that would cause all of the differences. Try diff'ing the output of clicking and not clicking Save. Original comment by: @kshawkin |

Here's how you can reproduce the error:
At http://www.tei-c.org/Roma/ , choose to create a customization based on Tite. Click Start.
Roma sends you to the Customize tab. Click Save, even without making other changes.
Click the Save Customization tab.
Open the ODD file. You will get this:
