update ls4-maintenance function to cleanup based on deleted .tifs
this may be better as another function, triggered by the s3 bucket on file deletion. if a file is deleted, all it's associates should be deleted too:
/scanned
/georef
/deflate - .tif and .tif.ovr
/cog
tile index record in RDS
if an entire service of .tifs is deleted, the mapfile and complete table is RDS should go away also

secondly, update ls4-maintenance to check if there are files in the /georef folder without having it's original in the /scanned folder. if not, then send notification to RDS to upload the original, plain scanned copy of that image. This will not apply to mosaics since they have no originals and no /scanned folder. This also won't apply to the /StratMap/... structure in s3
