下載的 CSV 在新增媒體檔案有多個個體的情況下，會有新的紀錄，但新增者不會有 annotationId。該檔再次上傳時，需要加入比較的邏輯，確定是多個體的新增紀錄，然後新增至系統中（對應同一個媒體檔）。
