When the top participant of a race doesn't has 20 for speed (or something else), the topdriver speed (or something else) is upped to 20. All the other particpants have the same upping.

After the race, everything is back to normal.

For record purposes:
When a turn is over, everyone distance is lowered equal to the upping.

this is usefull if this has something to do with anoter mechanic. This is not the case at the moment.
