Ability to set custom fillcolor for each townblock type

Basically what title says - much needed feature from dynmap-towny.
Also custom townblock type support would be appreciated.

I'll start working on implementing this, but it may be a little bit before it's actually in a release. The reason being is because this suggestion will require a good amount of modification to the code, and I want to try to avoid adding big features between the beta version and production release. So ideally this would be in say release 2.0.1.

If I manage to implement it before that release rolls around, I'll post a JAR file in this issue thread that you can use in the meantime.
