Is it possible to get via api info (image, title and description)about hidden not received achievements?

Not as far as I'm aware - only trophies earned are accessible. @Tustin might be more suited to answer this question.

If I remember correctly from my own research a few years back, the PSN app is a basic glorified web browser. The api's provided to run the app are limited and primitive. Because of this they act just like the web browser and will only show information for that user, not the full game and have user information also provided. Much like the old XboxAPI (when I was doing web scraping), your best bet is to find a user who has all achievements (like Stallion83 in the Xbox world). That way you can get all information for a game, including hidden achievements.
