Reconcile what SCC codes that are used betweem CMDB SCC Selector Window (this uses a local file /config/ref/delimited/scc.txt) versus the core reference.scc table.

Maybe we should start pulling the SCCs from the database and not a local file?

Also, compare usage for reference.scc and reference.scc_codes tables.
