NAICS names missing for 2017 and duplicated for 2012? #391

There appear to be 2 files for NAICS 2012 names
flowsa/data/NAICS_2012_Names.csv
flowsa/data/Sector_2012_Names.csv

and not yet a file for 2017 names.

I recommend resolving the duplication of 2012 names and added a 2017 names file

I think Sector_Names is used for data visualization and includes some custom names right?

@bl-young, yes but I do think it is confusing that we have essentially duplicated files. We've modified the NAICS_2012_Crosswalk.csv to include our custom NAICS7 and household codes. So we can condense to have a single file for sector names for each year

Dropped the "NAICS_2012_Names.csv" and expanded on the sector names in "Sector_2012_Names.csv", added "Sector_2017_Names.csv" in 0f07f2b
