With Unidata/netcdf-java#34, ucar.unit.prefs was removed from cdm, as it now lives in uibase. However, the TDS uses PreferencesExt and XMLStore to store config catalog preferences (trackerNumber, nextCatId, numberCatalogs). I am digging around to see where these values actually get used.

It looks like its keeping track of just 3 quantities, used to do some kind of syncing on "catalog rereading".
For now, maybe duplicate the code into tds, and add an issue to replace with something lightweight.
