PortAdmin - users should not be able to set trunk on port #1739

We want to be able to configure Port Admin to not allow users to set a port to trunk.

Portadmin does not reset the interface before setting trunk and the old configuration on the port is then still active and results in all kinds of trouble.

I have introduced a config option to turn off trunk editing globally. If you want more granularity we can fix that aswell.
