It doesn't seem to have anything to do with posts or with content (besides being hooked on the_content, and it's not clear to me why replacing an implicit false with an explicit false is useful in any of the contexts where it appears.
I hope to become a better WordPress developer by understanding why this function appears in the wd_s starter theme :)
