What problem does this address?

Undo/redo buttons are just below the back button in the customizer. It makes it too easy to click the wrong button. Instead of clicking the back button I have clicked the undo button a few times because of the closeness of the two buttons.

What is your proposed solution?

Moving the undo/redo buttons further to the right.

One more option that would align the Customizer a little more closely with the Gutenberg top bar as it appears elsewhere:

A couple of cons to this direction are that the inserter button would no longer be right next to the drawer it opens, and this would mean switching things up in a potentially confusing way soon after the 5.8 release. But I do like that there would be more in common between the top bars when moving between editors!

Noting for future devs that #34398, #33716, and #34087 could be good to tackle together as they all involve reconfiguring the toolbar.
