Scripts: Fix error in ignore-emit-webpack-plugin

Description

Fixes #26547 - the issue in @wordpress/scripts with build command:

I have a problem with npx @wordpress/create-block. When I run it I get this error:

TypeError: Cannot read property 'tap' of undefined

I followed the suggestion from @ryelle:

Looks like the issue is with ignore-emit-webpack-plugin@2.0.4 mrbar42/ignore-emit-webpack-plugin#17 — it should be fixed if we pin the dependency in @wordpress/scripts to 2.0.3, until they fix it.

That was confirmed by @cdwieber:

+1, I was able to pin the dependency to 2.0.3 in our plugin's package.json, and that allowed us to run the build script successfully.

How has this been tested?

Execute npx wp-scripts build.
